The initial Wintervestigation quest directs players to SGT. Winter. These quests appear to involve collaborating with Noir to uncover clues and discover new NPCs across the Chapter 6 map.
The quest marker pinpoints SGT. Winter's location—near a plane crash atop a snowy mountain, east of Warrior's Watch and south of Foxy Floodgate. It's conveniently close to Mariah Carey's in-game concert site.

SGT. Winter, marked by a speech bubble icon, patrols near the plane wreckage. Interacting with him presents options: purchasing a Holo Twister Assault Rifle, Blizzard Grenade, or initiating dialogue.
